The Human Security Engineering Consortium was founded by cybersecurity executives from large organizations who want to comprehensively address what is referred to as the User Problem. The goal is to create and promote a discipline that provides for strategically addressing the human aspects of cybersecurity.
The Human Security Engineering Consortium was founded on the principle that the solutions to the supposed "User Problem" is currently being addressed tactically. While user actions are found to cause 90% or more of major cybersecurity incidents, there have been few advances in improving that number for decades, despite major advances in technologies and an explosion in the security awareness market. HSEC believes that the problem is not necessarily in the countermeasures, but that they are being applied as individual tactics, and not in concert as part of a comprehensive strategy. HSEC mission involves creating and promoting a comprehensive strategy to address the "User Problem" and to create an ecosystem of stakeholders, practitioners, and vendors to implement the strategy.
